These are whole dried hibiscus flowers, the deep red petals of Hibiscus sabdariffa. In Spanish the flower is called flor de jamaica, and if you have ever had agua de jamaica, the ruby colored agua fresca sold all over Mexico, this is the flower it is made from.
The flavor is tart and fruity, close to cranberry, and the color carries into anything you brew. Hot hibiscus tea, iced tea, agua fresca: same flower, three drinks.

HOW TO MAKE HIBISCUS TEA:
Add 1 teaspoon of dried hibiscus flowers to 8 ounces of boiling water. Cover and steep for 5 to 10 minutes. Strain, then enjoy hot or iced. For agua de jamaica, simmer half a cup of flowers in 4 cups of water for 10 minutes, strain, sweeten to taste, and chill.
